Regina's explicit distinction between Judicial and the man who comes at night is the critical architectural claim. Robert Sims and the formal machinery of Judicial are visible, named, and nominally accountable within the Silo's legal order. The night visitor is none of those things. Regina activates a fan before she will speak his existence aloud because she has learned, through repetition, that someone is listening inside her own home. That precaution is not performed for Juliette's benefit. It is reflex, built from accumulated experience. The listener is not Judicial.

The visitor's method points toward institutional design rather than improvisation. He arrived at Regina's bedside and recited every name she had spoken to that day. Not an accusation. A demonstration. The message was that her movements were already known in full, that surveillance preceded the coercion, and that resistance would be visible before it could be organized. He then threatened her family with the mines and left. Regina has been naming names ever since, buying one day at a time. The coercion is too clean and the leverage too precisely calibrated to be improvised. This is a protocol, which means it has been applied before and will be applied again, to people who will never know what Regina knows, because most of them will never have a Juliette to speak to.

Regina's position inside Judicial's own files confirms the directional flow of authority. Kennedy directed Juliette to Regina because Regina's name was already recorded in Judicial's records as a known source. The hard drive George entrusted to Regina is the same object that surfaced through Judicial's investigation. Regina was not discovered by Judicial. She was handed to them, already broken, through a channel that sits above them. Judicial received the product of coercion it did not perform and processed it as its own intelligence. That is not coordination between parallel institutions. That is a downstream agency absorbing outputs from an upstream one.

George Wilkins was eliminated not through Judicial's own investigative capacity but through a surveillance apparatus that had already mapped his network and manufactured a source inside it before Judicial opened a file. Regina was the instrument. The hard drive was the pretext. The outcome was a targeted elimination processed through institutional channels that gave it the appearance of legal procedure.
