Jumping over the rail, Juliette Nichols lands heavily on one of the connecting bridges from the stairwell. Injured, Juliette heads into the closest level with Robert Sims and Paul Billings in pursuit. They don't find any trace of Juliette, but Billings notes that wearing the Sheriff's uniform would get her access to a lot of places. Sims wants to know how Juliette got away, and Billings asks if he thinks that he did it on purpose.

Sims meets with Bernard Holland, where they both can't think of a reason why Billings would intentionally let Juliette go. Sims tells Bernard that he is conducting a search of the level, apartment by apartment and room by room, but has to concede the possibility that Juliette made it off the level and back to the stairs. Bernard lets Sims go as a small device with the number 18 on it starts to flash red.

Billings rests in his apartment with his wife, Kathleen. They talk about his condition, and Billings says he would rather come clean about having the Syndrome than have people think he was incompetent. Kathleen wants him to return to Judicial, but Billings dismisses the idea. Kathleen is angry though because withholding that he has the Syndrome is against the Pact and if he became Sheriff and it was discovered, that would put him in danger. Kathleen wants him to think about their daughter, and how she would feel growing up without a father. Billings resolves to make up for his mistake and heads out to find Juliette.

In the Down Deep, Deputy Hank leads a squad of Judicials in searching for Juliette. They arrive at Martha Walker's and after a brief conversation, Martha lets them inside to search, claiming she has nothing to hide. Dr. Pete Nichols consoles a new mother who believes that she is terrible because her baby did not wake up for her five o'clock feed, and the mother herself did not wake up until six. During the session, Judicial barges in asking where Juliette is. Pete tells Nichols that he has no idea, and has no clue how his daughter thinks since before this week, he has not seen her in twenty years.

Camille Sims and her son, Anthony head home after school and work had been cancelled. A Judicial raider escort arrives, sent by Sims to escort her home but they are too late. They want to search the home before Camille enters but she refuses, stating she was a raider herself for twelve years and can look after herself. Entering, Camille finds evidence that someone is in the apartment. Putting Anthony in his room, she pulls a gun and begins searching. In the bedroom, she finds the hard drive sitting on the bed, she investigates. Juliette appears behind her with a knife to her throat, telling Camille that she does not want to hurt her but she will if it comes to it.

Juliette makes Camille handcuff herself in the kitchen, then uses the Sims' computer to try and access the hard drive. Billings arrives at the Sheriff's apartment to try and find out why Juliette said she wanted to go outside, but is turned away by the Judicial team going over the place. In the Sims' apartment, Camille tries to get information out of Juliette while seemingly secretly communicating with her son through the open door about their situation.

Bernard contemplates the device in his hand when Sims shows up, reporting that they have not been able to find Juliette. However, they do have information that she sent a Porter to the Level 1 Cafeteria that day to send a message to Lukas Kyle, who then went to Juliette's apartment. Billings waits for the Judicial team to leave Juliette's apartment, then breaks in to conduct his own investigation. He finds a shard of glass on the floor that is a two way-mirror; reflective on one side, but see-through on the other. Billings also notices the vent cover missing and checks it out.

The hard drive finishes loading up on the Sims' computer. Initially, Juliette cannot access the information until she tries entering "library" from the list of words on the back of the document printed out by George Wilkins. As she does this, Camille uses something from her pocket to try and unlock the cuffs without Juliette noticing. Billings continues to search the apartment and finds nothing. Remembering that Juliette planted evidence in Douglas Trumbull's apartment in the bathroom cabinet, he searches the one in Juliette's apartment. He finds the seal around the edge broken and removes it, taking the cabinet out of the wall recess. Inside, he finds the book "Amazing Adventures in Georgia: A Travel Guide For Kids".

Lukas Kyle meets with Bernard Holland who reveals that he knows exactly what went down in Juliette's apartment. Lukas failed to report the red-level Relic, and Bernard wonders what an appropriate punishment would be for his betrayal; reassignment to the mines, or even sent out to Clean. Unless Lukas helps him, of course. Under questioning, Lukas reveals that the number 18 was on the drive. Bernard tells Judicial to put him somewhere and have no one talk to him.

As Juliette looks through the files on the hard drive, Bernard and Sims enter the monitor room. Bernard orders the watcher to do a search for the hard drive with the serial number 18. Billings sits in Juliette's apartment reading the book. In the monitor room, Bernard and Sims talk about how negligent Bernard has been in appointing a Shadow, and how Sims believes it should be him. However, because Sims chose to direct Judicial resources to protect his family at a moment of crisis, Bernard wonders if that would be fair to him, and the Silo as a whole. The watcher announces he has found the hard drive attached to a computer in Sims' apartment. Sims races out of the monitor room, ordering the stairs cleared all the way to level 17.

Juliette finds a file in the hard drive added there by George, a video file that he made using the video recorder that he found as part of his Relic collection. He tells her that people need to know the truth about what is on the drive. Camille, having freed herself, tells her to stop and that the minute she connected the drive Judicial knew where she was. Her choice to to keep watching, or wait for them to arrive. As Judicial races to Sims' apartment, the monitor rooms notices that a large number of the cameras are going offline. At the apartment, Sims finds his wife and child unharmed, but no sign of Juliette.

Danny Bly, an IT worker bluffs his way through a number of Judicial checkpoints to meet with Patrick Kennedy. Danny finds Juliette there as well and thinks he has been sold out since he is part of a ring of IT workers who hack and redirect the Silo security cameras. Juliette needs his help and shows him the hard drive. He instantly recognises it as George Wilkins'. Billings continues to read the book, his faith in the Pact seemingly shaken. He places the book in the apartment's oven and turns it on, but not before tearing out a page for himself.

Juliette needs Danny to help her view the rest of George's video file. He can bypass the sysops requirement and redirect the information to IT so it looks like the drive is somewhere else. The three of them begin viewing the video, as Billings' burns the book in Juliette's old apartment. George's video reveals two things; firstly, he did initially plan to use Juliette for her knowledge and then leave her behind but he truly fell in love with her. Secondly, he found the door he was looking for. It is down at the bottom where the water is, but the water is not an issue. He just can't get through the door.

In the monitor room, the watcher finds the hard drive again, on level 98. On the video, George tells Juliette to look at the file labelled "Jane Carmody Cleaning" for the reason that Allison Becker wanted to go outside. Camille confesses to Robert that she let Juliette go, and Sims tells her that Bernard is reconsidering appointing him as his Shadow.

In the monitor room, Bernard tells Sims that the drive is not level 98, the location is being bounced from somewhere else. Juliette finds the file that George directs her to and she sees the outside world as green and lush and full of life.
