The Man Who Knew - Flashback 1
In pre-War Los Angeles, the automation riots are underway as numerous workers are seen striking outside the city hall,[Meta 1] protesting RobCo Industries' replacement of human workers with robots ― they demonstrate their rage by using baseball bats to destroy a Mister Handy unit on the front steps. In a local bar, a TV displays a recorded interview where RobCo CEO Robert House (actually his double) delivers a speech on behalf of his company. Bill, a disgruntled construction worker, calls House a parasite and that no one voted for him, and most of the bar agrees with him. The conversation is interrupted by the real Robert House, who is quietly sitting in a corner booth. House boasts that his wealth has given him more power than any Washington, D.C. politician. He condescends to the workers, getting Bill and his friends irate as they physically drag him out of the bar.

In the alleyway, House leads Bill into helping him conduct an experiment with a proposed reward of $31 million in cash: inserting a small black box into the back of his neck for "market research." Bill rejects the proposal, threatening to beat him and take all the money instead; however, House seizes the opportunity and forcibly injects the black box onto Bill's neck himself. He places a baseball bat in the mesmerized Bill's hands and orders him to attack his friends; Bill complies and beats both men to death. As House relishes the results, he notices Bill seemingly resisting the black box's effect and tries to get him back under control by increasing its signal power, which leads to Bill's head exploding. Despite the messy outcome, House retrieves the black box and concludes that "the world may end, but technology will continue to advance."

Novac
In 2296, in the town of Novac in the Mojave Wasteland, a group of Great Khans led by Nick the Prick are sentencing the Ghoul to execution by hanging for his crimes of "terrorizing" their tribe for many generations, after he's been turned in by some "little bounty hunter". The Ghoul repeatedly interrupts Nick's monologuing with nonchalant remarks about how he's ready "to get on with it." It's revealed that the "little bounty hunter" who turned him in is Lucy MacLean, who is positioned in the mouth of the Dinky the T-Rex statue with Dogmeat and a sniper rifle, and he's trying to signal for her to shoot the noose. However, she is hesitant to fire, and the Khans carry out their sentence by dropping the diving board out from under the Ghoul. Only then does Lucy interrupt their celebration by calling out to them. She explains their mission to find her father and how they had planned to trick the Khans and rob them. Her attempt at diplomacy fails, so Lucy shoots down the Ghoul's noose, and he derides her obstinance to killing. The pair start a shootout, with Lucy sniping from the statue and noticeably trying to only inflict non-fatal wounds on the Khans. The Ghoul, however, goes straight for the lethal option, using various means and weapons to take out the Khans one by one, while Lucy shakes her head in frustration at her companion's brutal tactics. After disposing of all the Great Khans, the two depart from Novac a short time later.

Mojave Wasteland - I
Lucy, the Ghoul and Dogmeat walk across the desert as the two bicker over Lucy's reluctance to kill her enemies ruining the plan to rob the Great Khans. They eventually reach a hill overlooking the expanse of New Vegas. Lucy is awestruck by the sight of Vegas, and how the city from a distance looks virtually unchanged from its pre-War glory. The Ghoul reveals that the city's air defenses shot down most of the missiles. However, when Lucy questions why "they" did not do that for the rest of America, the Ghoul sneers that there was no "they," and Vegas only survived because of one man - Robert House. Lucy assumes that the Ghoul's family headed to Las Vegas because it's safe, but he counters that nowhere around House is safe. As they continue walking, the Ghoul evidently begins thinking back to his old history with House.

Flashback 2
In a flashback to the pre-War era, shortly after the meeting of corporate leaders at the Vault-Tec headquarters with Cooper secretly listening in,[1] he is shaken by the revelation of Vault-Tec's plans to instigate nuclear war and his wife's complicity in it. He races home and gets his daughter to quickly pack her things without telling her the whole truth, then sinks to his knees in private over the sadness of knowing who his wife really is.

With their dog Roosevelt in tow, Cooper begins driving them out of Los Angeles, trying to convince Janey they're just taking a vacation to Bakersfield. When they are forced to stop in a suburban neighborhood, Cooper overhears a radio announcement about a test of the nuclear warning system, while catching a seemingly knowing look from a Vault-Tec salesman. When the siren goes off, he sees all the residents running in panic, convinced the warning is genuine. As he comforts Janey, he looks to the sky at a passing vertibird and a billboard showing a Vault-Tec advertisement with an image of him from his first photoshoot, causing Cooper further distress.

Vault 33 - I
In 2296, in Vault 33, Betty Pearson finds herself forced to pull a team of experienced workers together to make crude repairs on the broken water chip, discussing their options with the engineer who first reported the crisis. Reg McPhee interrupts, asking where Norm MacLean is. Betty quickly responds that he was sent away to Vault 31 for a "leadership exchange program." To stop Reg from causing disruptions after he knocks over some fragile tech in the workstation, the frustrated Betty instead suggests that he do something productive, like creating a support group with like-minded people to share their feelings. Reg considers it but tries to negotiate a budget allowance for snacks, to Betty's chagrin.

Vault 32
In Vault 32, Steph Harper finds herself forced to deal with tedious duties as overseer, like listening to Davey voicing his frustration over navigating their new home. Steph's attempts to end their meeting quickly only cause more frustration. Meanwhile, Steph's new duties have left her delegating the care of her new child to Chet, despite his protests. Chet specifically points out to Steph that the child still does not have a name while mentioning that everyone calls him "Chet Jr." Steph agrees with making that his name, but Chet tries to argue, stating discomfort with the idea. However, Steph makes it clear that she is not in the mood for an argument by stabbing a Bowie knife into her desk, forcing Chet to reluctantly agree with his stepson's new name. Before he leaves, Steph asks if Chet knows how to use computers, but he responds that computers are Norm's specialty. She feigns agreement and tries to message the other Vault, but finds she cannot due to inter-Vault communication being disabled.

Vault 31 - I
The loss of Vault communication is revealed to be the result of Norm, still locked in the Vault 31 cryo facility by Vault 31's disembodied overseer Bud Askins, sabotaging the systems in his attempts to escape. Meanwhile, however, he is left slowly starving to death. Unable to get to Norm, Bud tries to motivate the Vault dweller to climb into the empty cryo chamber his father once used. Norm tries to protest that people will come looking for him, but Bud counters saying that they have a contingency for everything and Betty has ensured his disappearance won't arouse suspicion. When Norm asks when he would be let go, Bud tells him that it would only happen after Reclamation Day, when there would be nobody left to get in the way of Vault-Tec as they recolonize the surface. As a final insult, Bud shuts off the lights in the Vault and taunts Norm that nobody is coming to save him. Norm seemingly begins crawling towards the empty cryo chamber and weighing his options.

Mojave Wasteland - II
On the trail to New Vegas, Lucy and the Ghoul continue arguing until they come across the body of a wastelander who was crushed to death by Hank in his stolen T-60 power armor. Up the hill from the corpse, they encounter a roadside soup shack run by an elderly woman, Gretch. Despite the Ghoul's initial plan to threaten her with violence, Lucy gets him to stand by while she tries the diplomatic approach. She tries to be friendly by buying Gretch's product of "flea soup" for 2 caps, but quickly regrets the decision when she learns what it's made from. Diverting to asking for information on Hank, Gretch reveals that he did come by and had kidnapped her son, likely killing him.

Following Gretch's directions, they eventually find Hank's heavy footprints taking them to the site of an abandoned Starlight Drive-In Theatre. As they approach the theater, the Ghoul asks Lucy if she's prepared for the possibility of having to kill her father when they catch up to him, a possibility that makes her very uncomfortable. Walking through the ruins of the theater, the Ghoul is momentarily distracted seeing that his old film A Man and His Dog 3 is listed on the marquee. Lucy and Dogmeat, meanwhile, continue following the footprints up to the screen display, where Lucy sees a destroyed part of it exposing the open blast door entrance to Vault 24.

Flashback 3
Cooper meets with Kate Williams at a diner to discuss what he overheard at the Vault-Tec meeting; specifically, the details he learned about Barb and Vault-Tec's intent to kick off the nuclear apocalypse themselves. Williams suggests that Cooper continue trying to learn more, but Cooper argues that he is not a spy. Williams points out that his reputation as an actor and as someone affiliated with Vault-Tec gives him clout and influence that he can use to move among the corporate elites and learn more about their plans. She reveals that Barb is going to take a trip to Las Vegas a week from now, where she will supposedly share cold fusion technology with Robert House, claiming this would remove the last barrier for House to initiate nuclear war. She urges Cooper to keep his feelings towards Barb buried long enough to join her on the trip, where he can get closer to House, with the implication being for him to try and assassinate House. Cooper balks at her suggestion and immediately turns to leave with Janey, but still chooses to return home with her. He begins making dinner, but overhears a radio broadcast of House suggesting that the question is not when a nuclear war will start, but who initiates the missile launch, causing him to reconsider Williams' ideas. Cooper puts on a fake welcoming smile when Barb comes home from work, even as he remembers the person his wife really is.

Mojave Wasteland - III
Lucy and the Ghoul enter the foyer of Vault 24 riddled with overgrowth; the Ghoul admits that he's been to many Vaults before, every time dreading that he might finally find evidence to confirm whether Barb and Janey are alive, dead, or "something far worse." While Lucy uses her Pip-Boy to reactivate the elevator, the Ghoul notices that Hank's footprints show him both entering and leaving the Vault, leading him to realize that Hank came here looking for something. He also finds a discarded wool cap with a Chinese symbol on it that he shows to Lucy before they enter the elevator and descend into the Vault.

Vault 33 - II
Reg, having taken Betty's advice, hosts the first meeting of the "Products of In-Breeding Support Group" in Vault 33. However, he encounters difficulty connecting with the few members he could gather, firstly because one couple (a red-haired man and woman) thought that the group's "support" meant advocating for the removal of the Vault's laws against inbreeding, subsequently leaving once he states it's not. The sole remaining member, Marianne, voices her belief that her dust allergy is the result of being inbred; Reg initially feels dejected but affirms her belief, which brightens her mood even as she begins sharing more details of her inbred family lineage, leaving Reg satisfied.

Vault 31 - II
Norm is mentally close to breaking while suffering from hunger pains, all while Bud torments him by playing "It's All Over But the Crying" over the loudspeakers in Vault 31. He asks the overseer what his father was like, to which Bud responds saying that Hank was ambitious and rightly so in trying to be one of Bud's Buds. Norm notices a two-headed centipede crawling around in the Vault but is warned by Bud that it's poisonous. The overseer makes his prisoner another offer: to let him inject Norm with a fast-acting poison in his needle attachment, which he claims will cause Norm's body to quickly rot and decay into ash that will be spread through the ventilation system back into the crop fields. Bud's follow-up comment about his small number of "rational options" gets Norm thinking, realizing that while he has few rational options, he also has plenty of irrational options. Against Bud's protests, Norm accesses Vault 31's controls and begins thawing out many of the remaining Bud's Buds, planning to screw over Vault-Tec's grand plan, remarking that plans are hard but "chaos is easy."

Vault 24
Arriving on the lower level of Vault 24, Lucy and the Ghoul discover the skeletal remains of the Vault's residents and the true nature of its experiment: brainwashing American citizens into communist sleeper agents via using the black box chips to mesmerize them, then exposing them to propaganda material translated in both English and Mandarin. Lucy tries to look for more clues on the Vault terminals, but finds that Hank extracted the holotape data and locked down the system. In an operating theater, they find a box of Sugar Bombs deliberately left behind on a gurney. A sudden noise alerts them to the presence of Gretch's missing son, outfitted with a black box chip by Hank. Using the man as a living loudspeaker, Hank urges Lucy to return to Vault 33, referring to his nickname for her, "Sugarbomb." He then murders the man via overloading the chip, causing his head to explode, and splattering Lucy and the Ghoul in his blood. Seething with rage, Lucy decides to defy Hank's warning and tells the Ghoul she is determined to press forward and put a stop to her father's schemes.

New Vegas
Somewhere within the city limits of New Vegas, Hank enters a sealed Vault-Tec facility with the holotape of Vault 24's data. He reactivates the computers and pours a fresh pot of coffee before cleaning himself up, putting on a new suit and mending the cheek wound he got from the Ghoul at the Griffith Observatory.[1] His exploration of the facility leads to finding the "Global Comms" room. Via ham radio, he calls out to an unspecified recipient he calls "sir," revealing that he is in Vegas beneath Vault-Tec's notice, or at least what might be left of it. He describes the city as the recipient's "old stomping grounds" and voices his belief that the recipient would have found a way to stay alive this long owing to a knack for "calculations." As his conversation is narrated, it's shown that the facility Hank is in was performing experiments to miniaturize the black box chip and make it almost undetectable, which he intends to combine with the results of Vault 24's work to perfect it. He ends his call by boasting that his work there will prove his value and that the recipient will "be begging [him] to help."

The Innovator

Cooper's survival in the wasteland is not punishment for what he endured, but self-inflicted penance for the warning he chose to bury.

The show is not building toward what Cooper has endured. It is building toward what he has never confessed.
