The Ghoul and Lucy escape deathclaws infesting the New Vegas Strip and take shelter in Freeside, where they discover that Lucy's father Hank has imprisoned the Ghoul's pre-war family, Barb and Janey, in a Vault-Tec facility and is using them as leverage to force the Ghoul to return Lucy to Vault 33. When the Ghoul attempts to comply with Hank's demands by sedating Lucy, she fights back with her power fist and sends him plummeting from their window, while Hank arrives to reclaim his daughter as she loses consciousness. Meanwhile, flashbacks reveal that the Ghoul, originally a pre-war actor named Cooper Howard, was sent to assassinate Robert House before the bombs fell, but discovered that House had anticipated his arrival and possessed knowledge of Cooper's mysterious past, including his connection to a supernatural creature in Alaska that both House and the shadowy conspiracy involving Cooper's wife Barb seem to be connected to.
