Young Steph Harper escapes a Canadian internment camp after her mother is mortally wounded, with her dying mother instructing her to survive by abandoning her humanity and faith, traumatic memories that haunt adult Steph in Vault 32 where she has murdered at least one resident to maintain control. As Lucy confronts her father Hank in the Las Vegas management Vault and discovers his plan to use neural implants to erase people's memories and control them, she tricks him into handcuffing himself and steals his Pip-Boy to destroy the mainframe, only to find it is actually the severed head of Diane Welch. Meanwhile, the Ghoul and Maximus fight their way onto the New Vegas Strip to reach the Lucky 38, where the Ghoul inserts the cold fusion diode into its generator and awakens the AI of Robert House, while Chet exposes Steph as a 200-year-old Canadian at their wedding, causing her to flee as Maximus accidentally breaches the gate holding back the deathclaws into Freeside.
